This Program is primarily aimed at highly disadvantaged unemployed persons who are seeking education, training or employment. A pathway is established that allows them to address barriers to achieving positive outcomes and enables them to take action to achieve their goals in life.

A recent survey indicates that only 11% of staff time in this program is devoted to clients without social problems ("Stream 1").At least 60% of staff time is devoted to serving clients who experience with significant psychological and social barriers to employment ( "Streams 3 & 4") . The reference to "Streams" is the classification of clients provided independently by Job Services Australia. As such it tends to underestimate the incidence of psychological and social problems in clients.
